I tried deleting mod_python.so and reinstalling mod_python. It re-created mod_python.so in the same place (/usr/lib/apache/) when I reinstalled mod_python using --with-python=/usr/bin/python2.5, but mod_python.so still appears to be using Python 2.3. When I grep for 'python2.3' on mod_python.so, I get "Binary file mod_python.so matches." There's nothing in the Apache error logs about a version mismatch.
