[mod_python] mod_python.publisher undeterministic behavior

Thanks graham, but unfortunatelly the server is at my university labs
and only NetOps are allowed to acces the configuration files. They are
also migrating to apache2 on another server but they will take some
more weeks to get it working. Anyway, I'm going to read the
information you gave me and I'll tell the netop about the possible
problem.
