[mod_python] Apache doesn't start after new mod_python install (3.1.3)

There is an old post with this title, however I couldn't find the solution.

We are trying to get Apache 2.0.54 or Apache 2.0.49 to run with mod-python version 3.1.3 and python 2.3 on arm-linux.

When we add the following line to httpd.conf, Apache won't start. Apache 2.0.49 won't start at all, and 2.0.54 sometimes yes, sometimes no with no apparent pattern. The line is:
LoadModule python_module modules/mod_python.so

In the error log file, we can see only one line: 
[Fri May 19 08:47:09 2000] [notice] mod_python: Creating 32 session mutexes based on 150 max processes and 0 max threads.
