[mod_python] performance comparisons for mod_python and PHP

I did some stats a while back and mod_python on a good xeon machine was
faster than php. Unless you buy the commercial addons to make php
faster. mod_python was doing about 575 pages per sec. Php was about 395
pages per sec. In real production the page speeds are much closer and
slower.
