[mod_python] New Web SIG

In case people on this list haven't heard about it yet, the powers that 
be have created a new Python Web special interest group. The SIG has a 
dual purpose: it will host discussions of ways of improving Python's web 
client abilities (httplib and the like) and also discussions of 
improvements to be made to the CGI module and other related server-side 
topics.

The server side discussions would certainly benefit from participants 
with experience of mod_python ;)
