[mod_python] Persistent variable again...

I had the obsession that dictionary is not correctly handled in
mod_python. So, I didn't even looked at the source second time.
Sorry about that.

I found that dictionary variable is handled by mod_python same as simple
variable. But it's still increased after several retries.
My apache configuration of StartServers and MinSpareServers are 
5. Main interpreter per apache process, right? Or I'm still confused or
under the delusion.
