[mod_python] mod_python 2.1

Is available for download. Functionally, it should be equivalent to 2.0
(i.e. no new features), internally, a lot of changes were made mostly
resulting in cleaner code, better performance and security, as well as
(eventually) stability ("eventually" because stability is something that
I'd rather not brag about after having made so many changes). BIG THANKS
to Greg Stein for taking the time to review the code and comments.
