[mod_python] cannot import mod_python.apache error

This seems to be a very common error, and the result of an enormous variety
of problems.  Would it be possible to, in circumstances that normally trigger
this log message, initiate some series of checks for common problems, and
produce more specific messages?  This wouldn't impact normal operational
efficiency (since the extra checks would only be triggered when this message
is produced), but would probably significantly reduce messages about
installation problems.
