[mod_python] ASF infrastructure changes

Howdy Folks,

The ASF is make some infrastructure changes, so things like the 
python-developers list and the JIRA issue tracker will be unavailable 
for a day or 2. No need to panic - this was a planned outage. The 
mod_python users list (this one!) is not currently using the ASF 
infrastructure and is not affected.

Quoting from the www.apache.org:

Scheduled Downtime

The Apache Software Foundation will be doing some infrastructure work 
that will cause some public services to be innaccessible from Saturday, 
October 21st through Monday, October 23rd.
