[mod_python] capturing and handling python errors in mod_python

Ok, tracked this issue down. If "PythonDebug On" is outside of a
<VirtualHost>, ie it is global then "PythonDebug Off" doesn't work inside
the VirtualHost. Apparently I put that bit in httpd.conf back when I was
trying to get mod_python to work. :-)
