[mod_python] Publisher vs. Handler

I have not found a satisfying explanation of this, so I will ask it
here:  What are the pros/cons of using the publisher vs. hanlder
mechanisms in mod_python?

I have seen the stats in the documentation, but my experience was the
opposite.  One seems easier to configure, but the other more flexible.
Is that it?
