[mod_python] Bug tracking is now set up for mod_python

Developers, just let me know your username in JIRA, and I will add you 
to the project.

I have set up security to allow any registered user to 
post/comment/attach issues, everything else requires a developer role.

Notifications will be sent to python-dev at apache.

Let me know if there is anything else.

If no one gets to it soon, I will start adding the issues that Grisha 
highlighted this weekend.
