[mod_python] another beta tarball

You can get the latest 3.0 Beta tarball from
http://www.apache.org/dist/httpd/modpython/dev/

Note the new location. It also has all the other dist files, and will be
the main distribution point moving forward. Port, rpm and package
maintainers should probably update their files to fetch from there.
