[mod_python] installation config to allow different programs

I *think* you should be able to use SetHandler and /some/script/function
with the publisher handler. The actual file on the server should still be
called sctipt.py.

I don't know how explicit the documentation is about it, but mod_python
doesn't care about the ".py".
