[mod_python] Problems with Python on win with apache 1.3.22

I'm also using the 2.7.4 win binary but with the 2.7.6.tgz from
http://www.modpython.org/dist/ which is the latesp mod_python python files.
Sorry if I'm confusing the issue here! The release 2.7.5.tgz notes that it
was a fix for python 2.1.
