[mod_python] Problems with Python on win with apache 1.3.22

FYI
I have compiled Apache 1.3.22 and mod_python with the
current Cygwin tools

This requires changing the mod_python / src / Makefile
to link with libpython2.1.dll.a instead of libpython2.1.a
