You can use ptml.sourceforge.net and adapt it
at the Publisher Handler (in 10 min) and if
you need the PHPlib template in Python 
(http://opensource.dreamware.com/PyTemplate.py) or
if you need the Python server pages you can with more
effort adapt Webware (webware.sourceforge.net) to 
your needs.
