ZSI, the Zolera Soap Infrastructure, can work this way -- that's how we
use it (and why we wrote it :).  I believe the ActZero SOAP.py
(pywebsvcs.sf.net) can also work under mod_python.  Both are open
source; ZSI will be released in a week or two
