[mod_python] mod_python don't work on NT4.0

- Apache 1.3.9
- WinNT 4 SP 4

I do as instruction says:
LoadModule python_module modules/mod_python.dll

At start Apache says:
:
Cannot load ....\mod_python.dll into server:

Help pls!
