[mod_python] quick code review

Many thanks to Greg for his code review and
suggestions.  The mod_python code will benefit
from Greg's experience, and the resulting product
should be easier to use and maintain.  The
earlier pyapache module had stability problems
that we shouldn't have to endure with mod_python.
