[mod_python] Problems with mod_python and Apache 1.3.14-3

I don't believe mod_python uses any of the API that is affected by
-DEAPI. I'll have to check to be 100% certain, but I've been getting this
warning on all my tests and have never seen a crash (at least the one
that I could relate to -DEAPI).
