Have you tried yet the alternate instructions at:

   http://www.dscpl.com.au/articles/modpython-001.html

that I sent you?

These alternate instructions use a different means of configuring Apache
and tell you what to check at each point when things don't go wrong. If
you use the alternate instructions, it might help you to in turn work  
out
why the current way you are doing it doesn't work.
