Hi Nick

I think you'll have to compile it yourself as I don't know that anyone 
else does this.
If you can't get it to build out of the box you could compare how the 
3.1.3 setup program works ...
Ask questions here.

And of course, the obligatory question is, are you sure you can't move 
to Apache 2.0? :-)
