[mod_python] trouble instaling mod_python over apache 1.3.31

Being the guy from the original email here.  I was really embarassed to 
find that an install from ports actually spits this message ou at you.  
Aaannndd I had already had it working in 4.9.  Boy did I feel like-->> 
***really **red** face***<<--.  Maybe I should look at the port and see 
if we can automagically add the lines to envvars....
