[mod_python] Win mod_python.so not found by Apache

It is a DLL, but apache httpd people decided to name their dll's with a
.so. Windows doesn't really care what the file is called, so it works just
the same, but this way the name is same on Windows and unices and you get
a nice little red feather as the icon associated with it. :)
