[mod_python] Site redesign

Thanks George, this looks good I might put it out on the main site.

This sort of reorganization is long overdue. I've got another submission
of a site deisgn that I'm still holding on to partly because I don't have
time to put it out, partly because I'm hoping something better will come
around...

P.S. One comment - I'm not a big fan of frames....
